Does a Arizona truck need a USDOT number for in-state work?

Yes. Arizona requires a USDOT number for in-state commercial vehicles at 26,001 lb and over (GVWR or actual weight, whichever is greater), even if they never cross a state line.

Checked against Arizona’s official sources in September 2026.

The rule in Arizona

Who it covers: All motor carriers operating a commercial motor vehicle in furtherance of a commercial enterprise in Arizona, whether for-hire or hauling their own goods.

The weight line: For intrastate work, a truck or combination is a commercial motor vehicle (and so needs a USDOT number via Form MCS-150) at 26,001 lb or more by GVWR or actual gross weight, whichever is greater. The interstate line is 10,001 lb GVWR. Buses, 9+ passenger for-hire vehicles and placarded hazmat vehicles are covered at any weight.

Exemptions the state lists:

  • Intrastate vehicles under 26,001 lb (GVWR or gross weight, whichever is greater) that are not buses, 9+ passenger for-hire vehicles, school buses or placarded hazmat vehicles
  • Vehicles exempt from gross weight fees under A.R.S. § 28-5432(B) fall outside the commercial motor vehicle definition
“A U.S.-, Canada-, Mexico-, or non-North America-domiciled motor carrier conducting operations in interstate commerce or in intrastate commerce in a CMV must file a Motor Carrier Identification Report, Form MCS-150.” source
“A single vehicle or combination of vehicles that has either a gross vehicle weight rating or a gross weight of twenty-six thousand one or more pounds, whichever is greater, and that is used for the purposes of intrastate commerce.” source

The rule: Ariz. Admin. Code R17-5-203(C) (amends 49 CFR 390.19T to cover intrastate carriers), R17-5-203(B) and A.R.S. § 28-5201(1) (CMV definition)

Who to ask: Arizona Department of Transportation (adopts the rules); Arizona Department of Public Safety, Commercial Vehicle Enforcement (enforces)

Safety rules for in-state trucks

ADOT incorporates by reference 49 CFR 40, 379, 382, 383, 385, 390, 391, 392, 393, 395, 396, 397 and 399 (revised as of October 1, 2023) and applies them to all intrastate and interstate motor carriers operating in Arizona. (Ariz. Admin. Code R17-5-202; A.R.S. § 28-5204)

  • Intrastate-only drivers may be 18 (21 for interstate), unless hauling reportable hazardous substances, manifested hazardous waste or placarded hazmat.
  • Arizona has an intrastate medical waiver that can be kept in the driver qualification file.
  • The intrastate weight line (26,001 lb) differs from the interstate line (10,001 lb GVWR).

The federal lines, which apply in Arizona too

  • 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
  • 26,001 lb: a CDL, for a single vehicle or a combination towing more than 10,000 lb (383.5). The CDL rules cover in-state driving as well (383.3), and drug and alcohol testing follows the CDL (382.103).

What we could not confirm

  • We found no plain-language page from ADOT or DPS saying this; the answer comes from the rule and statute texts cited above.
  • A vehicle exempt from Arizona's gross-weight fee is taken out of the state's commercial-vehicle definition; which vehicles that covers was not checked.
