Does a Connecticut truck need a USDOT number for in-state work?

Yes. Connecticut requires a USDOT number for in-state commercial vehicles at 18,001 lb and over (GVWR, GCWR or actual weight), even if they never cross a state line.

Checked against Connecticut’s official sources in September 2026.

The rule in Connecticut

Who it covers: Any motor vehicle or motor carrier (as defined in 49 CFR Part 390) in intrastate commerce at 18,001 lb or more, whether for-hire or private; also placarded hazmat vehicles and passenger vehicles above the federal seat counts.

The weight line: An in-state-only truck needs an intrastate DOT number, and falls under the state-adopted federal safety rules, at 18,001 lb or more by rating or actual weight. Placarded hazmat vehicles and certain passenger vehicles are covered at any weight.

Exemptions the state lists:

  • Federal hours-of-service limits (49 CFR Part 395) do not apply to drivers of utility service vehicles (C.G.S. § 14-163c(b))
“You need an intrastate DOT number if you operate any motor vehicle that is: engaged in intrastate commerce and has a gross vehicle weight rating or gross combination weight rating or gross vehicle weight or gross combination weight of 18,001 or more pounds” source
“is in intrastate commerce and has a gross vehicle weight rating or gross combination weight rating or gross vehicle weight or gross combination weight of eighteen thousand one or more pounds” source

The rule: Conn. Gen. Stat. § 14-163c(a) (authority to apply 49 CFR 382-397 to intrastate vehicles of 18,001 lb or more)

Who to ask: Connecticut Department of Motor Vehicles, Commercial Vehicle Safety Division

Safety rules for in-state trucks

The DMV Commissioner may adopt regulations incorporating 49 CFR Parts 382-397 and apply them to intrastate vehicles of 18,001 lb or more; CT DMV says both interstate and intrastate carriers are subject to the adopted federal rules. (Conn. Gen. Stat. § 14-163c)

  • The intrastate line (18,001 lb) differs from the interstate line (10,001 lb).
  • A company revoked as an interstate carrier can't become an intrastate carrier until FMCSA lifts the revocation.

The federal lines, which apply in Connecticut too

  • 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
  • 26,001 lb: a CDL, for a single vehicle or a combination towing more than 10,000 lb (383.5). The CDL rules cover in-state driving as well (383.3), and drug and alcohol testing follows the CDL (382.103).
