Does a Iowa truck need a USDOT number for in-state work?

Yes, for for-hire carriers: Iowa DOT requires in-state for-hire carriers to have a USDOT number. Whether companies hauling their own goods need one was not confirmed; Iowa's safety rules apply to both from 10,001 lb.

Checked against Iowa’s official sources in September 2026.

The rule in Iowa

Who it covers: For-hire intrastate carriers, confirmed by Iowa DOT. The state safety rules (661 IAC 22.1) apply to all operators of commercial vehicles as defined in Iowa Code 321.1, private and for-hire, unless exempted under Iowa Code 321.449.

The weight line: Iowa's motor carrier safety rules cover commercial vehicles of 10,001 lb or more by rating or actual weight. Iowa DOT's USDOT-IA statement names for-hire intrastate carriers but gives no weight.

Exemptions the state lists:

  • Intrastate truck-and-trailer combinations where the towing unit's GVWR is 10,000 lb or less and the GCWR is 26,000 lb or less are outside the motor carrier safety rules (Iowa Code 321.449(7))
  • Driver rules do not apply to intrastate drivers of vehicles with a GVWR of 26,000 lb or less, unless placarded hazmat or designed for more than 15 passengers (Iowa Code 321.449(4)(a))
  • Drivers operating intrastate for a farm operation, or between farm, market and agribusiness locations (Iowa Code 321.449(4)(b))

Safety rules for in-state trucks

The Iowa Department of Public Safety adopts 49 CFR Parts 385, 386 and 390-399 (as of October 1, 2025). Operators of commercial vehicles under Iowa Code 321.1 are subject to them unless exempted by Iowa Code 321.449. (Iowa Admin. Code 661-22.1(1)(a), 22.1(2)(a); Iowa Code § 321.449(1))

  • Drivers for private and for-hire carriers operating only within Iowa may be 18.
  • The driver rules (qualifications, medical, hours of service) start at a higher weight in-state: they do not apply to intrastate drivers of vehicles rated 26,000 lb GVWR or less.
  • Private-carrier drivers working only in Iowa have longer hours-of-service limits (12 hours driving, 16 on duty).
  • Intrastate-only carriers mark their name and, if they have one, their USDOT number followed by IA.

The federal lines, which apply in Iowa too

  • 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
