Does a Missouri truck need a USDOT number for in-state work?
Yes. Missouri requires a USDOT number for in-state commercial vehicles at 26,001 lb and over (GVWR, GCWR or actual weight), even if they never cross a state line.
Checked against Missouri’s official sources in September 2026.
The rule in Missouri
Who it covers: Private and for-hire intrastate carriers of property with vehicles above 26,000 lb GVWR/GCWR (or hauling any hazmat / passengers from 10,001 lb). In addition, all for-hire intrastate carriers must obtain Missouri intrastate operating authority, which requires a USDOT number.
The weight line: Missouri applies federal Parts 390-397 (which include USDOT registration and marking) to intrastate property vehicles only above 26,000 lb GVWR/GCWR. Vehicles hauling any amount of hazmat or carrying passengers are covered from 10,001 lb. Separately, every for-hire intrastate carrier needs Missouri operating authority, and MoDOT requires a USDOT number to get it.
Exemptions the state lists:
- Intrastate property vehicles with GVWR or GCWR of 26,000 lb or less (unless hazmat or 16+ passenger)
- Intrastate vehicles licensed for 60,000 lb or less used exclusively for solid waste: exempt from most of § 307.400 (still must be maintained safely and report accidents)
- Intrastate vehicles licensed for 42,000 lb or less with farm 'F' plates (unless hazmat)
- Exemptions from intrastate operating authority are listed in RSMo 390.030 (not reviewed)
“Every CMV operated by a motor carrier only in intrastate commerce must be marked, on BOTH sides of the vehicle, with the same information as provided above except that: The motor carrier ID number preceded by "US DOT", then the letters "MO" shall be included” source
“Parts 390 through 397, Title 49, Code of Federal Regulations shall not apply to commercial motor vehicles operated in intrastate commerce to transport property, which have a gross vehicle weight rating or gross combination weight rating of twenty-six thousand pounds or less.” source

Safety rules for in-state trucks
Missouri statute requires commercial motor vehicles to be equipped and operated as Parts 390-397 require, whether intrastate or interstate, subject to the intrastate exceptions in the same section. (RSMo § 307.400.1)
- Intrastate drivers may be 18, but anyone hauling hazmat must be 21.
- Intrastate solid-waste trucks licensed at 60,000 lb or less are exempt from the adopted federal rules, apart from safe maintenance and accident reporting. This is directly relevant to junk-removal and roll-off operators.
- Intrastate USDOT markings must add 'MO' after the number (e.g. 'USDOT 654321 MO').
- For-hire intrastate carriers must get Missouri operating authority, which requires a USDOT number. Private carriers do not need operating authority.
The federal lines, which apply in Missouri too
- 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
- 26,001 lb: a CDL, for a single vehicle or a combination towing more than 10,000 lb (383.5). The CDL rules cover in-state driving as well (383.3), and drug and alcohol testing follows the CDL (382.103).
