Does a Rhode Island truck need a USDOT number for in-state work?
We could not confirm Rhode Island’s rule from its official sources. Ask the Division of Public Utilities and Carriers before assuming you are exempt.
Checked against Rhode Island’s official sources in September 2026.
The rule in Rhode Island
Who it covers: Any company or person using a 10,001+ lb GVWR vehicle to further a commercial or private enterprise (safety rules). For-hire intrastate carriers are also licensed by the Division of Public Utilities and Carriers.
The weight line: Rhode Island's motor carrier safety statute covers any business, for-hire or private, that uses a vehicle of 10,001 lb GVWR or more, or hauls hazardous material. This is the line for the safety rules. No official Rhode Island source was found confirming it as a USDOT-number line for in-state-only work.
““carrier” is defined as any company or person who furthers their commercial or private enterprise by use of a vehicle that has a gross vehicle weight rating (GVWR) of ten thousand and one (10,001) or more pounds, or that transports hazardous material.” source
Safety rules for in-state trucks
By statute, all commercial motor vehicles must meet the FMCSRs in 49 CFR Parts 387 and 390-399. The minimum-age rule is lifted for most intrastate drivers. (R.I. Gen. Laws § 31-23-1(b)(1))
- The federal age-21 rule does not apply to intrastate drivers, except school bus drivers and drivers of placarded hazmat vehicles.
The federal lines, which apply in Rhode Island too
- 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
- 26,001 lb: a CDL, for a single vehicle or a combination towing more than 10,000 lb (383.5). The CDL rules cover in-state driving as well (383.3), and drug and alcohol testing follows the CDL (382.103).

What we could not confirm
- We found no Rhode Island statute, rule or agency page that requires in-state carriers to have a USDOT number, and Rhode Island is not on FMCSA's list. Its statute adopts the federal rules that contain the registration requirement without saying whether it applies to in-state carriers.
- Rhode Island's safety rules apply from 10,001 lb GVWR. For-hire in-state carriers are also licensed by the Division of Public Utilities and Carriers, whose rules require the company name on the truck but mention no USDOT number.
