Does a Texas truck need a USDOT number for in-state work?

Yes. Texas requires TxDMV motor carrier registration, which needs a USDOT number, for a truck or combination over 26,000 lb (gross, registered or rated weight), and for household-goods movers at any weight.

Checked against Texas’s official sources in September 2026.

The rule in Texas

Who it covers: Intrastate motor carriers (for-hire and private) operating commercial motor vehicles over 26,000 lb, placarded hazmat, vehicles designed for more than 15 passengers, and commercial school buses; farm vehicles only at 48,000 lb or more; anyone moving household goods for compensation regardless of vehicle weight.

The weight line: You need TxDMV motor carrier registration (which requires a USDOT number) if a truck or combination has a gross weight, registered weight or weight rating over 26,000 lb. Household goods movers need it at any weight.

Exemptions the state lists:

  • Farm vehicles under 48,000 lb are outside the commercial motor vehicle definition (Tex. Transp. Code § 548.001(1))
  • Operations exempt under Tex. Transp. Code § 643.002, including government vehicles and tow trucks (tow trucks are licensed separately)

Safety rules for in-state trucks

Texas DPS incorporates 49 CFR Parts 40, 380, 382, 385-387, 390-393 and 395-397 (as amended through Sept 1, 2022) and applies them intrastate to vehicles with an actual gross weight or weight rating over 26,000 lb. (37 Tex. Admin. Code §§ 4.11, 4.12)

  • Intrastate drivers may be 18.
  • Intrastate drivers may drive 12 hours after 8 hours off duty.
  • The federal safety rules apply intrastate only above 26,000 lb (actual or rated), versus 10,001 lb for interstate.
  • Household goods movers must register with TxDMV regardless of vehicle size.

The federal lines, which apply in Texas too

  • 10,001 lb and interstate commerce: a USDOT number, a medical card, a driver qualification file, the hours-of-service rules and daily inspections (49 CFR 390.5).
  • 26,001 lb: a CDL, for a single vehicle or a combination towing more than 10,000 lb (383.5). The CDL rules cover in-state driving as well (383.3), and drug and alcohol testing follows the CDL (382.103).
